Smart Occupancy â How to Avoid City Expansion by High-Density Use of Existing Buildings
Any hope of reducing CO2 to 26 percent below 1990 levels by 2020 [in Britain] has to focus on âgreen occupancyâ, argues Andrew Mawson, Managing Director of Advanced Workplace Associates in London, in âPremises & Facilities Management Magazinâ in September 2010. Further her explains: âThe greenest building you have could be the one that you do not need to occupyâ.
Surveys carried out 2011 in Austria, Germany and Switzerland demonstreted, that class rooms stand empty for an average of 90 percent of the time of potential use, lecture rooms and office space for up to 95 percent. Still, they have to be financed, built, heated, cooled, maintained, refurbished and connected by roads, pipes and cables [Wiegand 2011].
Green Occupancy is defined âas an intensive use of space over time combined with a user behavior taking into account all approptiate possibilities to reduce climate relevant emissions of the buildingâ. This idea is complimentary to the concept of Green Building. Buildings that do not incorporate intensity of use and user behavior are contradictionary to the overall target of Green Building: the mitigation of climate change by avoidance of climate relevant emissions!
âą If companies, public authorities and individuals strive to improve ecological impact of human activities, it is most effective to think beyond the completion of construction and include the time of use by calculating the occupancy cost and climate relevant emission per user unit, e.g. one hour of education of one class or one hour of work of one employee.
âą If companies, public authorities and individuals are in need of more space and consider spatial expansion, they should first analyse the space they already occupy and the degree of use. Optimisation of efficieny then can focus on improvements of the ecological footprint and of saving money. Both can be achieved by just changing the approach to workplace allocation over time. Very likely it is possible to meet demand completetly or at least in parts without additional office space.
âIntelligentâ management of space and its use over time has more than just ecological benefits. For example, it is social, because it makes education cheaper and affordable for low income households; it is economical, because it saves money; and it can promote casual meeting of people â a major source for innovation. Due to these facts the authors intend to widen the approch towards Smart Occupancy.The conference contribution provides the results of a research study finished in 2017 by the Division Real Estate Development and Management at Vienna University of Technology (TU Wien) and Unternehmensberatung Wirth. In this study, a structured list of topics was discussed with real estate managers in Austria and Germany from companies with a staff of more than 500. The intention was to understand if these companies apply, or are able to implement, priciples of smart occupancy beyond mere cost reduction.
The results show that Corporate Real Estate Management at the time being mostly does not consider ecological aspects of intensive use of space over time nor targetted adaption of user behavior. This also applies to Facility Management, and even for employee representatives and the management of big companies. âIntesifying of useâ and âavoiding new buildingâ do not have lobbies yet.
The survey also reveals the necessities for implementation of an integral strategy for optimised use of built environment:

âą Organisational framework of company structures and procedures including technical feasability by housing technology and booking system

Das Forschungsvorhaben "Bildung eines vernetzten Logistik- und Simulationszentrums" (DFG-gefördertes Innovationskolleg) wurde an der TU Chemnitz von 1996-2000 erfolgreich bearbeitet.
ErklĂ€rtes Ziel war der Aufbau eines Kompetenz- und Dienstleistungszentrums fĂŒr Logistik und Simulation zur Realisierung eines an den Erfordernissen von KMU ausgerichteten, ganzheitlich integrierten und um die Einbeziehung von Humanpotentialen erweiterten Planungs-, Produktions- und Steuerungsansatzes.

High-throughput genetic newborn screening for spinal muscular atrophy by rapid nucleic acid extraction from dried blood spots and 384-well qPCR
Establishing nucleic acid-based assays for genetic newborn screening (NBS) provides the possibility to screen for genetically encoded diseases like spinal muscular atrophy (SMA), best before the onset of symptoms. Such assays should be easily scalable to 384-well reactions that make the screening of up to 2000 samples per day possible. We developed a test procedure based on a cleanup protocol for dried blood spots and a quantitative (q)PCR to screen for a homozygous deletion of exon 7 of the survival of motor neuron 1 gene (SMN1) that is responsible for >95% of SMA patients. Performance of this setup is evaluated in detail and tested on routine samples. Our cleanup method for nucleic acids from dried blood spots yields enough DNA for diverse subsequent qPCR applications. To date, we have applied this approach to test 213,279 samples within 18 months. Thirty patients were identified and confirmed, implying an incidence of 1:7109 for the homozygous deletion. Using our cleanup method, a rapid workflow could be established to prepare nucleic acids from dried blood spot cards. Targeting the exon 7 deletion, no invalid, false-positive, or false-negative results were reported to date. This allows timely identification of the disease and grants access to the recently introduced treatment options, in most cases before the onset of symptoms. Carriers are not identified, thus, there are no concerns of whether to report them
Newborn screening for spinal muscular atrophy in Germany: clinical results after 2 years
Background: Spinal muscular atrophy (SMA) is the most common neurodegenerative disease in childhood. Since motor neuron injury is usually not reversible, early diagnosis and treatment are essential to prevent major disability. Our objective was to assess the impact of genetic newborn screening for SMA on outcome. Methods: We provided clinical data from 43 SMA patients, identified via polymerase chain reaction of the SMN1 gene from dried blood spots between January 2018 and January 2020 in Germany. Follow-up included neurophysiological examinations and standardized physiotherapeutic testing. Results: Detection of SMA with newborn screening was consistent with known incidence in Germany. Birth prevalence was 1:6910; 39.5% had 2 SMN2 copies, 23% had 3 SMN2 copies, 32.5% had 4 copies, and 4.5% had 5 copies of the SMN2 gene. Treatment with SMA-specific medication could be started at the age of 14-39 days in 21 patients. Pre-symptomatically treated patients remained throughout asymptomatic within the observation period. 47% of patients with 2 SMN2 copies showed early, presumably intrauterine onset of disease. These patients reached motor milestones with delay; none of them developed respiratory symptoms. Untreated children with 2 SMN2 copies died. Untreated children with 3 SMN2 copies developed proximal weakness in their first year. In patients with >= 4 SMN2 copies, a follow-up strategy of watchful waiting was applied despite the fact that one of them was treated from the age of 6 months. Two infant siblings with 4 SMN2 copies were identified with a missed diagnosis of SMA type 3. Conclusion: Identification of newborns with infantile SMA and prompt SMA-specific treatment substantially improves neurodevelopmental outcome, and we recommend implementation in the public newborn screening in countries where therapy is available. Electrophysiology is a relevant parameter to support the urgency of therapy. There has to be a short time interval between a positive screening result and referral to a therapy-ready specialized treatment center
